Vision Statement: Biliteracy for All

Mission Statement:

The Mission of the California Association for Bilingual Education is to promote and support educational excellence for all in California.

Guiding Principles:

1.We promote high levels of literacy in English and in at least one other language.

2.We value cultural and linguistic diversity.

3.We encourage citizenry that is fully involved in their communities, our nation and the world.

4.We advocate for equitable and just learning environments for every member of our society.

5.We promote the right of all individuals to develop to their fullest potential.

1.Collaborate and build partnerships with families, schools, communities, businesses and government.

2.Provide preparation for moral and ethical leadership.

3.Disseminate relevant information based on sound educational theory and research.

4.Conduct professional development opportunities to share, expand and build upon the expertise of parents, educators, administrators, community leaders and policy makers.

What is Bilingual Education?

Bilingual education is a proven approach designed for:

* English Learners whose native language is one other than English.

* Native - English speaking students who are learning another language.

Under Quality bilingual education programs, English learners are recieving partial academic instruction in their native language, while at the same time recieving English language instruction. English instruction starts the first day of school and continues as the English learner progresses with their English skills.

In addition, native - English speaking students are enriched by learning another language and being exposed to other cultures.

It works!

Research proves that students who participate in bilingual education:

* Have a more solid academic base.

* Learn in a more effective manner.

* Enjoy a higher rate of learning English (than students not enrolled in bilingual programs).

A commitment to students

For over 25 years, CABE has been committed to promoting quality education for all of California’s students. Over more than 7,000 members and 70+ chapters statewide are dedicated to the vision of Biliteracy for all in California. Our essential strategies include:

* We disseminate relevant information based on sound educational theory and research.

* The Multilingual Educator - A bimonthly publication bringing you the most recent updates and developments in the theory and practice of bilingual education.

* Information Updates - Members recieve information on current legislative and policy developments related to the field of bilingual education.

* Professional Development - CABE offers local and regional educational seminars and the opportunity to network with other professionals in your field of interest.

* Discounts - Discounts on the annual statewide conference and CABE publications and materials.

* CABE Membership Reception - CABE honors its members at its annual statewide conference.

* Scholarship Opportunities - CABE recognizes the need for more bilingual educators in the state, and supports individuals interested in pursuing careers in bilingual education with various scholarships including the $2,000 CABE Teachership Awards for para-professional members seeking teaching credentials.

* Chapter Involvement - CABE members may choose to involve themselves in the activities of the Ventura County Chapter for no extra cost. This chapter recieves 20% of all membership dues for local activities.
